Paid at the wrong machine and got a pcn

Hi there,

I went shopping in Liverpool city centre on Saturday for the first time, parked in a ncp car park and bought a ticket from the machine by my car. When I came back (10 minutes before the time expired)I had a penalty charge notice demanding £100 to be reduced to £50 if I pay within 14 days for not paying for and displaying a ticket. Apparently the machine I used was owned by the council and not ncp, so I was just wondering how I appeal as this seems excessive and the ticket machine was right next to the car park. I do have a picture of the pay machine but not sure how to put it up, any advice would be greatly appreciated.

    Sorry I mis-read what you'd said at first - you mean you got a Penalty charge from the Council not a fake one from NCP? Then you need to post on pepipoo forum here with pictures of the PCN, both sides:

    Almost every poster wins their appeal on pepipoo, there are usually grounds for appeal so show them front & back of your PCN. Not here but on pepipoo.

    It's not Milton Keynes is it? There's a notorious car park there which is NCP/Council.

  • Thanks for getting back to me. The pcn was from national car parks and not the council, but I used a council ticket machine by mistake which was right next to where I parked if that makes sense? I actually saw a traffic warden so I queried it with him, and he said he worked for the council and it was nothing to do with him so I would have to speak to NCP. The ticket was in the Rumford street/Covent garden car park in Liverpool.

    So it wasn't a Penalty charge at all.

    It's another new thread (which isn't actually needed) because just like all the cases on here, the answer is and was 'please read the newbies thread at the top' then! :)

    It's not a penalty charge notice, only the council can issue them. NCP are a private company who are trying to fleece you, this is obviously that happens a lot there and they do nothing to change it as it's a money spinner for them!

    Wait for the notice to keeper then appeal, if it's not your car appeal now using the newbies thread.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Pictures of the machine, from where you parked, would not hurt. Useful to send a tirade to NCP once you have won your case at POPLA.

    No, but as it will be a good money spinner for them, it is not in their financial interests to draw the council's attention to the problem their 'customers' are having. After all, rather than the standard parking charge, they will earn much more from the many PCNs they will issue.

    It's morally repugnant but, hey, we are talking about scroats here.

    You have a point but they have (apparantly) made no effort to tell the parker that it is not council parking. Maybe a similar letter to council would not go amiss.
