Bought parking ticket and now got NTK

I parked in Milton Keynes pay and display car park near the shopping centre and had a ticket displayed on my windscreen for the entire time I was there.

I have now received a NTK and as I did not get a windscreen parking ticket at the time I have not kept the ticket for the period of parking.

Civil Enforcement Ltd have taken a picture of the rear of my car as this does not show the legitimate ticket on display.

The incident happened on 1st Aug and CE dated the notice 13th August but I have been away and do not know if the letter arrived on time.

I have looked at the appeal letter and I am preparing to submit an appeal but wonder if there is any specific advice about this as most people do not keep tickets 2 weeks after parking at a shopping centre?

    all you can do is appeal anyway and then take it to popla, ticket or no ticket

    in future, keep parking tickets for a few months before disposing of them

    Ah, Milton Keynes !

    There are different parking regimes in place there.

    Some areas are run by Vinci,
    Others CEL and some areas are permit only.
    And some areas are higher charge others lower rate.


    Nightmare unless you know what your are doing.

    Did you park in the wrong area as far as the ticket you bought ?

    Where did you park exactly?

    Milton keynes a perfect PPc scammers paradise then. :eek:
    PPCs say its carpark management, BPA say its raising standards..... we all know its just about raking in the revenue. :eek:

    If you read the Newbies thread you would notice I do mention Civil Enforcement and it matters not whether the NTK was received 'in time' because they don't issue POFA compliant notices anyway. There's a template for first appeal and a CEL specific POPLA appeal too - already up there in the top thread.

    I did park in the normal parking bays near the Hub and bought a ticket from the nearest machine.

    I will send the first appeal letter and see what happens.

    Funnily enough, I was lunching in MK today and spoke to a traffic warden. He was wearing a cap and had armtags that read "Civil Enforcement", but his jumper also had a Vinci badge sdwn in..

    He was a nice chap and I asked him for an explanation of the different regimes. This may be of use for future parkers in CMK.

    Vinci/CE are employed by the council to issue their tickets. But some land round the Exscape is owned by Exscape themselves and, guess who issues tickets there? Yes, CE/Vinci, but different uniforms.

    There is also a NCP car park on the other side and another at John Lewis with a different PPC.

    And there is McDonalds, of course who are on Exscape but with free parking for a restricted period.

    So, the question is have you been ticketed by Exscape CE/Vinci for parking in their land but paying a council machine or vice versa?

    If you parked on council land but paid a private machine, would the PCN not be a Penalty rather than Parking PCN?

    I notice, however, you say you parked at the hub Parking at the Hub is another matter and I am not aware of any non-council parking round there. So what you may have done is parked on council land, but in a premium (red) parking area and paid at a standard (purple) area.

    2nd coincidence - I am going up to the Hub tonight for a meal so I will check out the parking. Council parking is free after 6.30 !

    So, big question, is it a Council parking ticket or a private one?

    I am also a bit worried that if the incident was on 1st August, and you got a letter on 13th, then that would indicate it is NOT a private ticket and outside POPLA regime.

    Just who is the named parking company on the communication and what is their address??

    I parked in the section of Avebury Boulevard about 10-15 bays up from the hub towards CMK shopping centre backed up to the scrub land. The bay was not shown as red and i got the ticket from the other side of the entrance from the road nearer to the shops as it was the only machine about.

    The NTK is from Civil Enforcement Ltd, Horton House, Exchange Flags, liverpool.

    I parked there in the morning at about 10.00 am and the NTK was timed at 11.19am even though I had a parking ticket on my dash covering me up to about 1.00pm.

    the photo was of the back of my car so it would not show the ticket on the dash.

    I was at the Hub today and it seems that of all the thousands of parking spaces you picked, the land you chose was the one bit of land that had 30 parking bays and is private.

    There are no ticket machines covering that land and you can only pay by phone. You bought a council ticket.

    Having said that, the signs are abysmal.

    The first picture shows the entrance from the council land into the private bit and the tiny sign on the left hand side is all that you have to indicate you are entering the private section. The second picture is that sign. Very non-BPA compliant.

    I have also taken a few snaps of the main signs that are dotted around the area and again they look very poor to me.
