£57 odd for a Manager to 'check other staff's work' would still have been turned away by other Assessors. It's simply NOT a GPEOL because only 1% of cases get to POPLA stage so they can't charge that £57 every time, up front, to all people getting a PCN. 99% will never give rise to that laughable £57 odd.
Easy enough to defend in a small claim IMHO. POPLA is covering its back, protecting the newbie Assessor - and in a way I can understand that. But they need consistency on these issues.
In my mind it makes no sense at all that POPLA always decline costs from a PPC which are for 'debt collection work' because POPLA say 'most cases don't go to debt collection so it can't have been in the reasonable contemplation of the person issuing the ticket that those costs would be even likely to be incurred' and yet they turn a blind eye to POPLA 'work' - POPLA being MUCH LESS likely than debt collector letters which happen routinely for the 30%/40% or so that don't get paid straight away!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
