PCN: Park Smarter. TE3:traffic enforcement centre

Today, 20/8/14, I received forms TE3 (order for recovery of unpaid penalty charge) and TE9 (witness statement -unpaid penalty charge [parking]) 'Drawn on the authority of Traffic Enforcement Centre (TEC), County Court Business Centre, Nottingham.'.. a court order, I presume(?)
The charge relates to PCN left on my car by Park Smarter on behalf of Derbyshire County Council on 29/4/14 - levelling code 27: parked in a special enforcement area adjacent to a dropped footway, on me.
I read this forum at the time, and again when I received a 'charge certificate' from Park Smarter on 2/7/14.
My eyes crossed, uncrossed, went for a walk, strained and strained at the myriad of information and I admit it, I got overwhelmed with all the advice, queries, templates etc. and vowed to get back to it .. one day when I could get my head round it.
The day has arrived, and I realise my procrastination will be sending me down an unnecessary route I could have avoided, 'if only'.
I read the thread about it not being too late, but I feel that applied primarily to Parking Eye.
My offence was that I parked my car on the junction of a side road in a rarely used area of town. My rear bumper overlapped a dropped pram/pedestrian kerb by about 12 inches.
The options I have, says the TE3 form, are that I can cough up (£112) or file a statement using 1 of only 4 limited grounds listed on the TE9 form, which state that:
1-I did not receive the PCN.
2-I appealed against the local authority's decision, had no response etc.
3-I made representations about the penalty charge to the enforcing authority but received no rejection notice
4- the charge has been made in full.
As none of those apply, my plea for help is: where do I start? who should I write to first? is it indeed too late?
ps.I took photos from all angles on the day.

Since this is a council ticket not a private one, you really need to go over to pepipoo.com and post on the council forum there for help. Had I had the brain capacity at the time of the the ticket issued, I'd have addressed it sooner.
I'd just done my last exam in my 1st year as a mature undergraduate.
My head just couldn't take another load more of research in..0
