Check on the rateable value of the car park

Check who owns the actual car park land and then check with the local council for the rateable value of that piece of land.

I can't be sure of this but i think some supermarkets offer free parking on a large portion of their property. Typically the 'shop' only covers a small percentage of the land and to pay full rates on this would be expensive. They then get the 'car park' area classed as 0% rateable value for themselves. Next they offer the contract to a car park managment company.

On the face of it a 'free' car park would generate an income of £0. In reality the car park DOES generate an income from people paying these fake PCN's. Are the PCC's declaring this income correctly to the councils?

Are councils are loosing out too??

    Councils might be losing out but it's not councils who assess the rateable value of business premises, it's the Valuation Office Agency. However, as far as I can make out the VOA is subject to the same government agency omerta over the private parking racket as the DVLA.
