The sign on your phone pic has a messy, large sticky label top left, obscuring important wording so that means the sign is unclear which customers it relates to (whole words are unreadable). Also it has no certainty of the PCN sum which is shown ridiculously ambiguously as somewhere between '£50 - £70'.
The NTK isn't compliant for the reasons I stated before and because it fails to tell a keeper to 'pass the Notice to the driver' as the POFA says it must state. Mandatory wording has been missed so the NTK isn't capable of invoking keeper liability.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

C-M may have dealt with this off line, but if the charge of £50-£70 was on the sign, then how does £80 come into the equation?
This could be the silver bullet, but you may need a decent photo of the sign to win on that point. Can you get a decent picture for your appeal??0 -
