Direct Debit Problem

Hi Folks, I pay my water bill by d/debit. The last statement arrived & I was £99 in credit - so being short (again) I asked them to pay back £50. They agreed to do this but only if they could increase my monthly d/debit. It doesn't seem right to me - the answer was 'well you may not have enough to cover the next payment'. As we are on benefits, it seems another tax on the poor. What do you think? Thanks in advance for any help.....

Why not do an indemnity back through your bank for their last direct debit, considering you where in credit there was no need for it to be taken?!
