Solid wood floor underlay

Hi, I'm looking for a really high tog, solid wood floor underlay. This would go under plywood (with a moisture barrier if it doesn't come with one), under the solid wood floor. Carpet right have one which claims to have a tog rating of 1.6, it is 2mm silvered rubber. The best rating I can find anywhere else is 1.1. If I am to believe this I think I'll snap it up, but don't know how reliable or consistent tog ratings are. Any opinions?
