What scam? The sensible advice has been to carefully remove it, bag it up and take it to the local dump for safe disposal. A normal householder shouldn't have to pay anything more than the cost of the plastic wrapping.
If I had asbestos sheeting to get rid of, I certainly wouldn't be smashing it up and sticking it in the wheely bin. I hope no other sensible and responsible people would do it either.If it sticks, force it.

if we all could just take it to the local tip and get it sorted for free that's what we would do . But as soon as 'asbestos' is mentioned , the thing we all used at school for years and years with no ill effects , out come the H/S brigade with their hands out to fleece us.

Mohoney - ACM sheeting can be removed very easily and disposed of at most council waste recycling centers, ideally if you are concerned about it then wear the correct ppe like a disposable mask and gloves and coveralls if needed. Place the sheet onto a sheet of polythene and wrap it up sealing it in as you go along. Find out from the council which sites accept ACM material and take it there it really is as safe and as easy as that.
No, it's not a stupid reply, but it was omitting 1 critical point, soak it for 24 hours prior and spray it as it is snapped into transportable sizes, double wrap it and the depot will accept it.I like the thanks button, but ,please, an I agree button.

It's the dust that is dangerous, not the sheet itself. The only risk is with inhaling it is if it's broken up.No free lunch, and no free laptop0

Yes of course it is hence the need to soak and spray down, I've been involved with pro's removing both lagging and Asb ceiling tiles from our company. If you think it's done with as much care as you'd expect, then think again. If the same regard for the workers removing it was applied to actually getting rid of the dust created, then it would be better. If I say we found large amounts of dust and debris and returned them twice you may understand.
Cement asb is a much lesser risk than lagging, I don't see that breaking a single piece in two under controlled conditions that I mentioned would put the guy at risk.I like the thanks button, but ,please, an I agree button.

OP, you asked how to double bag without breaking up the product.
Double bagging is the term used but in reality it is not always 'bagged'. What you can do is wrap it in plastic sheeting taped with gaffa tape on all joins, then wrap again in another sheet - now its 'double bagged'.
You do not specify in your OP what type of board it is, if it is cement then the risk of this product is very low and is likely to contain crysotile (white) asbestos, although you do sometimes get a bit of croc (Blue) in it - but I wouldn't worry about that per se.
If is it a flaky plasterboard type product (sort of like plasterboard but without the paper backing) then I would advise you take more precautions, i.e with more damping down and P3 mask etc as this product is known as AIB (asbestos insulation board) and often contains all three of the most common asbestos types, although predominantly amosite (Brown).
As for soaking for 24hours, this is pointless - far longer than is needed. Asestos is hydropobic and will not absorb water, however the damping down is done to make the fibres heavier and therefore fall out of the air swiftly if disturbed and also it enables other particles to temporarily 'stick' to it to also aid the falling ouf the air quicker.
I believe most HWRC's do allow householders to take asbestos to them, but it is worth calling first to make sure. Some also like mto be asked in advance so that they can make sure they have space in their asbestos skip.YNWA
