Past 56 days for NTK

Hi,
I got a parking ticket from NPM on the 28th May, i received the NTK on the 31st July, 7 days late. How do i approach this?

appeal anyway, add a point D that POFA 2012 doesnt apply due to late NTK so to issue the pcn to the driver who you will not be naming , or to issue a popla code so popla can cancel it for them

I did read it and it says it has to arrive within 56 days, doesn't say what to do if you receive the NTK after 56 days. How do I go back to them to say they are too late? Is there a correct process I need to follow?

no it doesnt
it says that for POFA 2012 to apply it has to arrive by day 56 (in england and wales)
it also says if they are not using POFA 2012 then the 56 day rule doesnt apply, in which case MCOL rules apply (old rules) for E+W which is they can chase the invoice for up to 6 years (which is true in both cases for E+W) but without POFA 2012 they can only chase the driver
so all depends if they are following POFA 2012 , or not
the flow chart you missed actually differentiates this aspect too
here is the actual quoteWhen you have your NTK (or 'Charge Notice', or 'reminder' or 'PCN' or TNC or PCS debt collector drivel or whatever they call the first letter to keeper):
Compare your postal PCN (NTK) to paragraph 8 or 9 of POFA 2012 (linked below), depending if there was a windscreen ticket issued first or not.
It's an excerpt from a law but it really isn't difficult,
please don't just ask the regulars here to check your NTK for you without making an attempt to check it yourself, unless you really need help to read the simple bullet points in paragraph 8 (NTK which follows a windscreen ticket) or paragraph 9 (NTK which serves as the first PCN).
Look for omissions in wording or late arrival of the NTK and include those points in your appeal because as the registered keeper you can argue 'no keeper liability' if the PPC have not followed the requirements for a NTK. However that does not make the ticket 'illegal' it just demotes it to one which is issued under 'old rules and is only potentially aimed at an - unidentified of course! - driver.0 -
