Getting a passport without a UK address

My parents recently sold their UK home, now spend their time between our house, my brother's house, and their Spanish house. They need to renew their passport and need a UK address from which to apply. We assume the authorities would check the electoral roll, therefore they would seem to need to register at our house or my brother's house. Does anyone see any issue with this? We are in the process of applying for council tax relief due to low income, I suppose the council would want to take into consideration their income as well in deciding what we would be entitled to? Are there any other potential issues, hurdles or costs we haven't considered? Thanks in advance.

I'm not sure they need to be on the electoral register, they just need a UK address for the passports to go to. They could try phoning the Passport Office for advice as the main summer rush is over they might actually get through.0

It's perfectly acceptable for non-resident British citizens to apply for passport renewals during visits to the UK via the same process as residents. The only thing they need to certify is that they are physically present in the UK at the time of making the application, and that there is a UK address to send the passport. No electoral roll required.
Or they could just apply from Spain - the cost of international passport renewals has dropped a lot since they moved all the processing to the UK passport centres (which is what caused all the backlog earlier this year). They would need to pay for courier delivery though.Let's settle this like gentlemen: armed with heavy sticks

There's no need whatsoever to have a UK address to apply for a British passport when living abroad, there never has been.
The process now is very simple and the cost has dropped recently.

My husband applied for one 2 months ago when we visited UK (renewals here cost about 180GBP!).
We just had it sent to my mates house.....and we left on our 'foreign' passports, as it took a while to be processed. (it arrived days after we left!!)0 -
