The photo shows the back of the car, so cant even make out who is driving.

I don't want to say it was me, incase it wasn't. like wise, the other person doesn't want to say it was them either.

In which case name the most likely driver... whos car was it? Were you both insured to drive it?

As said, there is a defence to not naming the driver....
A person shall not be guilty of an offence by virtue of paragraph (a) of subsection (2) above if he shows that he did not know and could not with reasonable diligence have ascertained who the driver of the vehicle was.

A court would expect proof of the efforts you made to identify the driver, not an easy task. "Reasonable diligence" is open to interpretation.

BTW: What was the alleged speed? You could be offered a SAC.

NIP arrived for doing over 30.

As per your regular advice to others, just ignore it. Only a judge can compel you to state who was driving, so you are perfectly entitled to say nothing.

As per your advice to others, taking this route has consequences...

Depending how far over 30 and the area, it may only be a speed awareness course (or similar) which carries a cost but no points.

Pragmatism: Name the one of you who has least to lose on insurance (eg. is one of you a company car driver), and pay half each.

A simple way in future is perhaps to have a signing book when someone uses the car.

A better way is not to exceed the speed limit.

Well yes prevention is better than cure, 99% of drivers have exceeded the speed limit at some time in their driving career, the other 1% are liars.

So you never exceed the speed limit then? I think you fall in to the 1% or just want to look like a saint. Pointless answer.

My regular advice over on the debt boards is to ignore the goons as they have no legal powers.
