You're assuming that she did do so. As Stroma suggests it is far more likely that the ticket flipped over or around (fluttered) when the car door was closed. (Ignore the misleading article title - the ticket was NOT "stuck to the windscreen upside down" - the article text makes the actual situation clear).0 -

No, you're assuming that most people do this deliberately. The way your reply is worded leads to assumption rather than observation ... after all, you didn't observe her do this, and I doubt you have observed anyone else do likewise.

Please do not attribute to others feelings thoughts actions and intentions which they have not specifically admitted.
What I am suggesting is that many who come on here with "fluttering tickets" may well not have placed them correctly in the first place.
As I said on another thread recently, in over 50 years I have never had a problem with an upside down ticket, yet hundreds of people on here appear to have been affected by the syndrome.
If, and only if, the OP placed her ticket printed side down, then, in my opinion, she has no cause to complain.You never know how far you can go until you go too far.0 -

A fine does not seem like a fitting punishment for the heinous crime this woman has committed.
I say we should bring back hanging for crimes like this.

Some people have poor eyesight but also it's easy to do if you're in a rush with kids etc. To treat somebody like this when they've paid is totally unforgivable IMO. It shows what jobsworths we have today and how councils put scamming money from law-abiding people at top priority while feathering their own nests with gold-plated pensions etc.
I once put a stamp on a Xmas card upside-down in error but have never heard the last of it from my bullying mother...... it happens !!!0
