Noisy Neighbours

Don't quite know what else to do about this, so figured I'd ask here.
Around 6-8 months ago, the flat above had 6 20-30yr olds move into it, which none of us could work out the logistics as its only a 2 bedroom flat like everyone elses.
Anyway, after me and my neighbour went and and knocked on their door, to denials and threats of calling the police on us for harresment and general abusive language, numerous complaints to the council and finally calling the Police, the noise is as bad as its ever been.
As the prevoius council tenant bought the flat and has now rented it out, none of us are sure where to go or complain to.
At the moment, 4 of us are affected, we have all complained to the council, the Police did eventually go and have a word with them last Saturday, but the noise has only increased, and its pretty much 24/7.
It seems like they are rolling actual bowling balls around, picking them up, throwing them across the room, and repeating it.Dragging furniture around as they are not allowed carpets on the ground floor, only upstairs, so we all get to enjoy hearing them move around.
Then there is the cigarette packets and butts thrown into all our gardens or balconies.
At the moment, I am unsure whom to contact, have sent emails to the council noise pollution team, phoned them and left messages, the community Police Officers number just goes to an answer phone message and calling 101 and having them send a Officer dont amount to much as they knock on my door and ask me lots of questions, but never go and knock on the ones making the noise.
Any advice on whom to contact, its making all our lives a misery and it seems no one cares or has any authority.

Have you tried social services ?
My friend had a similar problem it seems that her neighbour now in a care home rented her house to social services who put in four young people who have learning difficulties who sadly were not aware that they were causing anti social noises .
It took a few months of complaints to all parties until it was found that this situation with housing by social services was the problem they were unsupervised and the tenants were eventually rehoused somewhere else .
Sorry I can offer no other advice but as the council and police are involved and no help it must be very stressful for you .Light travels faster than sound.

You have 4 choices:
1: speak to their LL, who may or may not care
2: speak to them, who may or may not care
3: speak to council, who should care
4: move out
Don't bother the police, this is not their territory and they have better things to do.
If the noise stops after 11pm you can't do anything at all about it really.0 -
Landlord if they have a proper contract will have a quiet enjoyment clause. Speak to them and see if they will enforce it.Start Feb 2013 £148,900

A what clause?
Do you mean the legal 'quiet enjoyment' clause? that protects tenants from landlords and their agents. Basically the opposite of what the OP wants? - the clause that has no meaning, as its a common law right?

Enviromental health normally have a noise protection unit, think thats what its called! They have the right to go and speak to them and/or seize anything like speakers or dj decks etc. They can also get in touch with the ll as the tenants are making a disturbance.0

Do a search on your local councils website for their noise/nuisance team. They still deal with complaints even if its not a council tenant and private tenants/home owners can still have asbo's issued against them.
