NTK ignored twice (foolish I know)..now DRP chasing

Hello all,
I've just registered but I've been a long time reader and just wanted to say thank you to all of the contributors of this section of Money Saving Expert - you are helping thousands of people from the perils of these horrible companies conning people into parting with vast sums of money.
I've read though the sticky and I'm still a little confused how to act.
Basically I parked in Southampton Town Quay (ABP property I believe) earlier this year and didn't pay because I thought it was free to park out of hours in the evening (I was wrong obviously).
I was the driver but I was not the registered keeper of the vehicle.
We had two notices come through to the keeper which we ignored (maybe foolishly now) and in the past couple of days we had a letter from DRP chasing their standard £150.
Reading the sticky I'm confused as to how to act as from what I read they can only peruse the driver, and currently their correspondence is to the keeper at present. (Because of laws on airports,ports etc)
Should the keeper tell them it was me? (Doesn't seem like the right move)
Should the keeper request an appeal/fire an appeal letter straight to PE?
Should the keeper tell PE they were not driving the vehicle and document evidence?
If someone can help me resolve this I am prepared to donate £25 to the charity of their choosing as a way sending some of the money they won't get in a better direction :-)

keeper should send the template letter to PE and clearly state in point D that POFA 2012 doesnt apply on that site
Obviously you can all ignore the DRP letters
assuming nobody wants the drivers details giving out (I wouldnt) then dont name the driver unless the driver wants a pcn in their own name which they can then appeal to popla (as long as there was no windscreen ticket) ie:- postal anpr ntk onlyParkingsly wrote: »Hello all,

To be clear, Southampton Town Quays is not relevant land for pofa12,so provided you have not at any point identified the driver, then the keeper is not liable for the charge. So as Redx indicate, keeper should appeal to PE and say this. If the keeper has irrefutable evidence then he/she could send it to show he/she could not have been at the site for the time of the alleged incident, then do feel free to send a copy of that too.
If they say out of time, then Don't worry. Ignore all DRP letters.
