    I have told him iv read the road traffic act and said what he has done is illegal but he does nt seem bothered. do you thing its a good idea to copy and pste it and send to him?

    Being honest I'd stop trying to reason with him - send him a letter before action or if you paid by credit card (even partial payment), contact your bank for a section 75 claim (cant remember if you have mentioned previously what payment method was used).

    iv tried 1 last time to reason with him which i dnt have much hope, i payed cash. even though iv emailed him should i still send a letter to the registered address

    Yes.

    Who was listed on documents as the seller? Was it a limited/ltd company? Or the traders name himself?

    I made check and he is not a LTD company

    So is he a sole trader?

    That can be good news - as then you can chase him personally. Where with a ltd company its not unknown for them to dissolve the ltd company to escape paying debts. Of course if he doesnt own his own home/car and doesnt own other cars he was selling, it may not be worthwhile. But slightly too early to be worrying about that atm.

    Meeting on an industrial estate for the viewings should have rung alarm bells.

    Did you get a receipt with a VAT number on it?
    HMRC could be interested.
