Civil Enforcement Ltd Parking Fine

I have recently received a parking fine through the post from Civil Enforcement Ltd. I was in a petrol garage washing my car. I wrote and told CEL that I was not parked and that I was infact washing my car and drying it. I was there for 32 minutes. They state that the sign says parking for 30 minutes. I did not see a sign, but as far as I am concerned I was not parked. I was using the petrol garage amenities. Once this was done I left the petrol station. They have rejected my appeal against the fine and I have received the letter today. I see a lot of posts on here saying that I should ignore the letter or send other letters. Can anyone help me and advise what I should do? Do I ignore it or do I need to send another letter.

you wont find any posts over the last 18 months on here telling you to ignore a pcn , not unless it was in scotland or northern ireland !!
its also not a fine, its a parking charge INVOICE
so read the NEWBIES sticky thread and appeal it using the template letter
complain to the landowner too, and insist on a cancellation0 -
Redx he has already appealed the first time. It's now off to POPLA you go.
I assume the rejection came with a POPLA code for the second appeal.
Read the newbie thread, but focus on post 3 and the blue words " how to won at POPLA". You will read lots of examples of POPLA appeals based on legal terms. Or you could do a forum search for a recent CEL appeal (but I would avoid co-op POPLA appeals.)
Formulate your own and put a draft here for checking.
Main winning point will be. GPEOL as there was no loss.

his post is not easy to read due to not spacing it out
nowhere has he mentioned a popla code, but he did mention writing back to CEL
he hasnt even mentioned complaining to the landowner either (the first task he should have done)
I agree he "should" have a popla code, but these things rarely go to plan

if he has that popla code, he should be following the flow chart in the newbies thread
most of what he said is irrelevant as popla wont care about "what happened on the day" - thats for sure
ps:- 30 minutes "parking" but no grace period to enter, queue and leave
so lets assume 5 minutes to enter , queue and leave, he only used 2 minutes so they have shot themselves in the foot as entering , exiting and queueing doesnt constitute parking and no "grace period" was allowed , so breaks the BPA CoP and also the ivor pecheque court case in altrincham clearly states that the judge mentioned this does not constitute parking either ; so should also be stated in the popla appeal (as should the grace period etc from the BPA CoP)0 -
