Private Pcn appeals process portsmouth QA

Today my partner attended our local hospital QA in portsmouth, she paid to park for 1hr 30 min, as she only expected to be at the hospital for a less than an hour, However she was connected to a machine and kept in by the midwife to monitor the baby for a total of 2hrs 30 min. She was unable to put any extra money in the parking meter as she was wired up to a machine and there was no one else present with her to do this on her behalf. Subsequently she stayed over the 1hr 30 min she had paid for. When she returned to car she had received a pcn by a private company parkingenforcementagency.org who are registered with the ipc. The car is privately owned and is not registered to my partner.
Am I correct in saying its within our best interest to ignore the pcn that was attached to the windscreen of the car and await for the parking company to send out a NTK ?

As you say if it's a firm with the IPC then you ARE best to wait for the NTK as the IPC appeals are harder to win than POPLA ones at formal stage.
So you want PCP to get it wrong in their NTK letter wording and deadline, so wait...if you read that thread you will see that 4CR commented 'What is even more bizarre in this case is that the NtK that PCP send out do not invoke keeper liabilty under POFA and request the driver's details. (this was seen on the other thread by that OP)' which gives a keeper a very strong appeal point for an IAS appeal IF you word it well AND attach a copy of the NTK in due course highlighting the wording omissions and possible lateness. And IMHO it would help your IAS appeal in future, if you can 'show' the IAS truthfully that you are the keeper not the driver, perhaps by getting a friend or colleague to sign and date a witness statement that you were elsewhere at time/date of that parking incident. It seems to me that the way forward to win IAS appeals is more like putting court evidence together to give the IAS less wriggle room to turn them down.
Hope you are the keeper who will get the letter, not your wife? Makes it harder if she's driver and keeper but she doesn't have to say so!

Hi thanks for the quick reply, I'll take the time to read the attached thread, indeed the name of the company are pcp there. Ill pop down there later this evening and take photos of any signs on display for future evidence. My partner was the driver of the vehicle today (which we have hospital notes to back up she was there) and I'm the registered keeper of the vehicle (and my employer can confirm in writing I'm at work today). I'll update the thread once I've received the NTK. Thanks once again0

That's good on both counts, the driver truthfully not being the same person as the person appealing (you) and the fact you will get pics of the signs. Both can be key to an IAS appeal, so certainly wait for that NTK or whatever rubbish letter is the first to arrive as that signals your appeal time.PRIVATE 'PCN'? I tried contacted the hospitals pals as well as the hospital security and they informed me they were unable to help as they employ a contractor to manage the carpark on there behalf, however they did advice me to appeal as it was a medical emergency of which we had proof of in the way of midwife and doctors notes. So we appealed within the 14 day window and the charge was dropped. So obviously over the moon about that. Thanks for your advice and help and good luck helping others0

The key word highlighted. Go back to them and point out that as THEY employ the PPC THEY can request to have the charge cancelled. It is THEY who control what the PPC does on THEIR land, not the other way around.

It's excellent that your scam invoice has been cancelled, but no hospital should be aiding and abetting this raking in of dirty millions.
It is misinformation spun by the scammers, even to those that contract them. Down the pecking order, minions mouth what they've swallowed wholesale.
It is MUCH worse that PALS[as advised by Dee, #5]should be doing this scumpany's work for them, spreading their codswallop.
You can always make the DM aware - and should!

I am with Hot Bring though in terms of the NHS Trust. "They" employ the PPC therefore "They" can (and in some NHS Trusts do) tell the PPC to cancel.
I would be bringing in a formal complaint with the NHS for the shocking treatment of your pregnant partner! Giving the line the government are now about to take, you will be expecting them to consider their contract with the PPC and reviewing their guidelines to the people that. For what its worth, PCP are actually employed at the QA by Carillion the facility managers who are in turn employed by the Trust.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
