EBay - faulty product - outside 28 days

Hi,
I purchased a product on ebay which is totally unfit for purpose. However, 28 days has passed and I am therefore unable to initiate an ebay claim against the seller. The seller is refusing a refund.
I am inclined to start a small claim against the seller (realise I will be liable for court fee for initiating claim, but its the principle that the seller is getting away with selling faulty goods and not providing refunds).
How would I go about getting the seller's address for the purposes of starting a claim?
The product was a blackout static film, which is meant to stick to the window to prevent light from coming through. Instead, it falls off as soon as you take your hand away.
I am unable to go through paypal, as I have already started a dispute conversation through ebay.

The claim time on eBay is up to 30 days after the estimated delivery time. On PayPal it can be up to 180 days.

Thanks. I'm out of time for an ebay claim. Paypal won't let me start a dispute because I initiated a dispute through ebay. The seller's details are not listed on ebay. Any ideas? TIA.0

Are you sure the seller is in the UK?
I've just done a seach of sold/completed listings and can only find US based sellers who have sold such static film. (UK sellers only appear to have sold sticky versions)
If it's an overseas seller, you are wasting your time with a UK court claim.0 -

I would have though if you could start a dispute you were within time. I thought if you were timed out, you couldn't even start a dispute.
(But I might be wrong as I've not waited over a month before attempting to start a claim for something that is SNAD)0 -
