working tax credit debt

i accidently paid £75 to the inland revenue a few months ago and have been trying to get it back but too no aveil.
the inland revenue have now written to me saying that the money went to its overpayment department and they have realised that they overpaid us working tax credits 9 years ago.
they say that we owe them £1500 from 9 years ago and are giving us just 2 weeks to make the payment or they will take us to court.
i don't understand how they can suddenly find a debt from 9 years ago when for the last few years they have been writing to us telling us we are not entitled to anything. What should i do i cant find £1500 in 2 weks

yes i received a notice to pay letter yesterday. My partner phoned them up and they said they wanted the debt paid in full within 2 weeks.0

They should accept a time to pay over a period up to 10 years providing your income/expenditure supports it.
Make a note of your income/expenditure details and then come up with what you can afford to offer. Then ring them and tell them you want to set up a time to pay arrangement of X.
