LHA paid into wrong account, what can I do?

When I say wrong account I dont mean I gave them the wrong details.
EDIT had an update which makes it even more confusing, LL has not been paid direct, I originally signed up for 1 credit union and the charity changed to a new one and the charity confirms that the LL has been paid by them when the payment came in
So I have no idea why the council is saying they paid to me.

I would go back to the council and tell them that you have not received your refund, as they have paid it to the charity, who refuse to deal with the matter. Say you believe that they are the only ones who can rectify the matter, so you would appreciate their help.0

Will be a nightmare as in the process of taking him to court for not return of my deposit, keeps telling me to wait longer for a report and place is a mess and I found out its not protected so the likelyhood he will give me the cash back is pretty much none.
The credit union just said to get the council to claim the cash back and pay me as the credit union is trying to say that since the payments are sent in arrears I owed it to the LL and have to prove I didn't so either way a hassle.0
