Don't pay unfair private parking tickets

I received a ticket from Scarbro' Council last year for being 2hours late back to my car due to a personal problem. I purchased another ticket there and then for 3 hours. Sent a copy of the ticket along with a covering letter apologising (no details) for the delay and proof that I had purchased a further 3 hours parking BEFORE leaving the space - STILL NO REPLY - AND - NO FINE ENFORCEMENT - I paid for 5 hours parking on that day for only 4 hours. My friend did the same in York in June - again - no reply and no fine enforcement - but you must purchase the ticket before you move the car - CCTV - are watching you!!!!

Your post makes no sense whatsoever, the title refers to 'private' parking tickets yet you clearly state yours was a council one?
