VSC Parking Charge

I really appreciate all the information, just have one query if you wouldnt mind helping me with?:
My original 'Parking Charge' from VSC was in 2011. I had many letters from debt collectors etc, but ignored them all (as advised at the time) and the letters did stop. I am not the registered keeper, so all the letters went to them. I have now recieved a new debt Collectors letter 3 years on. a lot of the rules and regs i read all state from 12/13, but if my original charge was 2011 not sure where i stand? At the time as the registered keeper was not the driver, they could not prove either way, also i cannot any longer take photographic proof as signage has changed, and in my foolishness, thought the matter was over and no longer have any of the original letters.
Now being told: Unless you pay us the debt amount in full within 7 days or contact us immediately with your proposals recovery action will commence.
Can you advise please? Sorry if you have mentioned a date issue previously....

It's another fishing exercise. It seems to be happening a lot lately.
Presumably the registered keeper is passing the post over to you and he/she has never outed you as driver. If so tell keeper to keep ignoring.
