Capital one classic upgraded from secured

Hi guys
I did the capital one eligibility on 12/7 and told me I'd have a good chance of getting a secured card. Midway through it told me congratulations we have upgraded you to a classic card.
I done the rest of the application and then it said we will let you know it 7-10 days. Anyway a week later I got a letter asking me for Id from lists a or b. I sent that back the next day and waited another week, then I get terms and conditions sent to me which I was asked to sign sent that back ASAP again I sent them back the next day. It's been now 10 days since They confirmed receipt if the t&cs and my application 'is still in the final stages'
Is his normal? What are the final stages? I'm so fed up now.
Any help would be great.
