My brother reviewed a parking fine from the above company at cineworld sheffield.
I don't have much time to scan the forums for advice so would just like to some quick advice on whether he needs to pay the fine and the necessary steps to take.

If you want to know this, then you need to read and not expect others to do the work for you.
Advice- read the newbie thread and don't be so lazy.
Normally I try to follow The MSE policy of giving newbies a chance and being polite and always seek to give help where I can, but to be honest if you don't have time to research this and ask for proper help, I was very tempted to say Pay the "fine" .Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. After a quick browse as he doesn't have the patience, should I wait for the notice to keeper letter or use the appeal template and send it them? Appeals must be postal only and received within 28 days, according to the fine information.
It says the fine will be 60 if paid within 14 days.

Without forum or other help, he will lose any appeal and find £100 staring him in the face.
He won't get forum help with an attitude displayed in your posts.
However, if he goes to this site, http://www.parkingticketappeals.org.uk/ for £16 they will guarantee a win or pay the charge. They are 100% bona fide.
But don't waste your time coming back on here unless your attitude improves.0 -

that is your problem, not ours, if you dont or he have the time neither do we , so pay somebody to do it for you if you dont "have the time"
dont expect volunteers to do it all for you, for free

So now for a more patient response from me. And please do not take this sarcastically.
I suggest you go and make yourself a good cup of tea, grab a few biscuits and sit down and slowly read the newbie thread. All the advice you actually need is in there. Focus on post 1 (and 2 for explanation of abbreviations if you need it).
On the forum we never advise paying. My comment in my first reply other regulars will know is unlike my normal response. However as a person who is prepared to spend time helping others who try to help themselves, your opening words were for me shall we say unfortunate.
When you have read the newbie thread, come back here and ask the specific questions about what you have read that you don't understand.
I do wonder what the urgency is about this? When did you get the PCN? Was it a windscreen ticket or was it through the post. In which case it was the NTK. If you haven't had the NTK you have plenty of time to deal with it, as you get 28 days after NTK to make first appeal.

Thanks for the information. The company is UK CPS Ltd, and the ticket was a window one issued yesterday evening. I read that I can wait for the NTK then make an appeal. Is this correct? Or should I get appealing now using the template as suggested?

I'm also wary of the information stating that he has 14 days to pay the reduced fine.0
