parking Charge Notices-PCN - Airport approach roads

I have been issued a PCN 6 months after I stopped to advise someone not to park on the road - so long ago cannot remember full details. The company (a member of BPA) issuing the PCN say they have 6months to issue it. POPLA rejected my appeal saying they cannot deal with mitigating circumstances. According to the company they only carry out "historic reviews" of there mobile CCTV video system with which they had technical difficulties. the PCN was issued IACW the Protection Of Freedom Act 2012, because it was issued outside the above delivery time scales they are taking the Non Statutory route to pursue the PCN.
Apologies for the length of this; just wanted let others know what can happen as I cannot find any information on contesting PCN's
issued on Airport approach roads or land designated as private property by the Airport owners.

If you have already been to POPLA it is a shame you did not find us first.
Please clarify which PPC issued the PCN as it seems you are being fed some hybrid twaddle about byelaws a and PCNs and if you should get an LBCC we need to know exact details to be able to help you.

Just to confirm you have made 2 appeals, one to PPC and a follow up one to POPLA both of which have been rejected. You do not say if you have paid this speculative invoice, or what assistance you require.
