First Utility messing with my bills

Been with First Utility for nearly two years. All fine until I changed tariff about 4 months ago. Now when I get an estimated bill, the following month they will issue my current bill, but also retroactively go back to the estimated bill, change the estimate slightly and issue a small credit or debit (so far it's only been credits) accordingly.
If you're confused reading that you should try reading the damn bill. I track my expenditure and usage and it's now next to impossible as what I "used" last month will be arbitrarily changed by FU (I'm starting to understand the acronym) the following month.
I have complained about it and I am told it is all the government's fault as FU say they have been told they must provide as accurate a bill as possible - but it's no more accurate; they are just replacing one estimate with another. It is massively confusing and the cynic that I am is starting to believe that is the point of the exercise; to obfuscate the amount used so that come time to switch it is harder to track usage and spend.

Ignore most of most of the bills. All you need to track is the meter reading used and date at any change of tariff price. It is then a single simple calculation each side of a change to work out the cost of your usage. Compare the total of those two with the total you have paid.0
