Norfolk Parking Enforcement notice to keeper

Hi, looking for some advice regarding a 'parking charge notice' I received via the post(dated 09/07/14-date of contravention 06/07/14). I gave it to my son and he said he would pay it. (due to issues in his personal life he forgot about it).
I have now received a 'notice to keeper' dated 06/08/14 for the full charge of £100 for 'contravention of unauthorised parking'. This was on a private road, permit parking only.
I have read a number of lists of what a NTK has to state and they seem to give different information.
Just wondered if it is worth putting in an appeal and if it is worth using a site I found offering to take on the appeal process for a £16 fee.

If you're up for doing this yourself then there's a very simple two-letter process (both letters are more or less ready as templates for you) detailed in the NEWBIES sticky at the top of the forum index - follow this and you will win.
Alternatively the Parking Tickets Appeals Service will take this all away from you for £16 - guaranteed, win or lose. PTAS is operated by two forum regular contributors who know their stuff and can be completely trusted.Please note, we are not a legal advice forum. Bit confused by your post.
If you received a postal notice on 9/7/14 (for an alleged parking contravention on 6/7/14) then I'm assuming you are the registered keeper and if that's the case then that letter was the Notice to Keeper.
It should have been dealt with either by naming the driver (hence discharging your liability as keeper) or by appealing directly as the keeper.
Because that was not responded to or appealed within 28 days - what you have now received (on 6/8/14) may well be a notice informing the keeper that they are now liable.
As it would seem you were not the driver you still have the option of naming the driver who was presumably your son.
Read the advice in the NEWBIES thread about how to name the driver.
This would discharge your liability and should result in a Notice to Driver being issued to him which he can then appeal himself by following the advice (and 1st appeal template letter) you will find in the sticky NEWBIES thread.0 -
Hi ColliesCarer, TBH it also confused me. the letter I received dated 09/07/14 had printed across the top 'PARKING CHARGE NOTICE' and the letter dated 06/08/14 was marked 'NOTICE TO KEEPER' across the top and gives me 28 days to name the drive or pay the £100.0

Can see why you are confused.
Normally a postal Parking Charge Notice is classed as a Notice to Keeper and it is that letter that usually gives 28 days to either pay up, name the driver or appeal.
But Norfolk seem to be giving two bites of the cherry.
Anyway not to worry - I see you have already applied to PTAS. They will advise on best course of action0 -
Just to check, this was for the same "contravention" and not 2 different PCNs that you son may have garnered. Yes they are for the same contravention, they have the same date and time for the contravention and same PCN ref number0

Received an email from Parkingticketappeals.org.uk, my ticket was cancelled.
