Claiming on travel insurance problem...

Ok, so my partner went away and had her phone stolen...
It happened on the beach and it was a snatch and grab by 3 foreigners, they took her bum bag from her waist, which contained money, her phone and other items.
In order to claim on the insurance it had to be reported to the police.
When going to the police, she explained what had happened and the police said, she would have to press charges and go to court - however what was the point? She did not know who they were and there was no chance of them getting caught. Also this would mean having to stay abroad - which was not possible because of money/work.
It was obviously pointless so she said she just wanted to report it, they said well then you cannot say it was 'stolen' you have to say you 'lost' it.
What impact will this have on the claim?
I read somewhere that the difference between lost and stolen on travel insurance is just £25 on the excess, anyone else have any ideas?

You need a crime reference number for insurance companies. Pressing charges I'm unsure is relevant if you have this.
Was your wife wearing the bag at the time as many insurance companies say theft from beach/car are not covered.0 -

She was wearing it around her waist. It was on a beach, but it was at night, like a beach party, not like during day where people leave things lying around, kinda like a nightclub setting0 -
Call me a cynic, but sounds as if the police are trying to do what happens here: massaging crime figures. Presumably they're trying to keep reported crime figures down by putting people off in this way.
The advice about needing a crime number is correct but since you're now home and don't have one then there's not a lot that can be done about that.
I'd suggest you try claiming and just state that you did report it to the police (when and where and any other info) but weren't given a crime number.

There is a reference number at the top of the form, which is titled a "lost item decleration"
