How do you report an online company?

First time poster so not sure on etiquette with regards to my query.
Anyway, mid July I placed an order for perfume on HalfPricePerfumes (not allowed to link!). I paid through PayPal and, as I do sometimes, forgot about it. Over a week later, I checked my emails to see if they had sent delivery information and it was then I realised I never received confirmation of order. I had no evidence of ever placing an order but checking my PayPal, I saw the money had come out of my account.
Long story short, I fought hard to get my money back. It was pretty obvious they were never sending my order but quite happy to keep my money. Ignored any attempt of mine to communicate with them, deleted messages I had put on their FB page. The dispute on PP had gone past the date of when they had to respond so I shamed them on Twitter saying how the scammers were expecting PP to stump up the money whilst they kept it. An hour later, the money was back in my PP...
I very much want to report them. Other customers commented on my Facebook posts (before they were deleted) saying exactly the same thing. So I know it wasn't a mistake their end - they have no intention of sending products ordered. I can't find anywhere to report them though. I found info for local companies or when you want to open a consumer dispute but nothing about having a company looked in to.
Any help in pointing me in the right direction? (And apologies for mammoth post!)
