tax credits and income based jsa question

When i updated tax credits last year i told them that i wouldnt be claiming income based jsa anymore and that my partner was now in employment...later in the year I recieved a letter telling me that £2523 was taxable income for the jsa, I spoke to the job centre and they told me that all jsa was taxable regardless of contibution or income..fair enough or so i thought, i have now recieved my final award notice for last year and it is including the £2523 as income and issued me an over payment, I have told them it was income based and have also checked with the job centre who have also confirmed this, now i dont know what else to do, is it the norm for income based jsa to be included in the income for the year?:mad: the final award notice is for 06/04/2013-05/04/2014, my partner claimed jsa contribution based from march 2012 to sept 2012 this then changed to income based until he found employment in sept 2013, i'm so confused with it all.

even though you dont pay tax on it ... it is income.
i also get a P60 with my ESA on it.
maybe thge reason for it not being a taxacle benefit is that it doesnt pay enough for the tax threshild to be reached?
i dont know the answer, but would expect it to count as income

there is also a link to those that do not count as they are tax-free which confirms both types of JSA are taxable benefits and are included as income for tax credits0
