In some areas, libraries don't issue cards with photo ID on them. The libraries in my town don't have photos.0

As others have said, photo ID is not a requirement.
I believe there's caselaw on the matter, as we do not have to show our papers/prove our ID to the Govt, unlike in some countries.
I recall Dennis Skinner MP stating that he doesn't have a Passport on principle [presumably as he's a Republican] and many still have paper driving licenses without photos.
It is, however, more convenient to possess photo ID, of course.
Sadly, an increase in illegal immigrants does mean that employers are under a legal duty to check their employees' nationality and right to work in the UK status. They are fined £10k if found employing an overstayer.Please be polite to OPs and remember this is a site for Claimants and Appellants to seek redress against their bank, ex-boss or retailer. I've got a job interview for admin coming up, been asked to provide photographic id and utility bill proving address before interview starts...
...I took my address of my CV so it probably is justified!
Known employers accept those 'Prove your Age' Id type cards if around 18/19, after all that usually has a picture as an alternative to passport and driving license0 -
Why cant he just do this, if it is all it takes. Its free......
Seems a bit silly not to if he is going to cut his nose off to spite his face and leave a job.....
My library don't give photo id cards and its not free. Its a fiver iirc.
The point is that photo id is not yet compulsory and should not be treated as such.
It really annoys me too that an out of date passport can't be used. Its still me and I may not have 90 quid handy to replace it or may not be planning a holiday any time soon so no huge need to replace it.63 mortgage payments to go.

I have worked for the same company for 14 years as a seasonal worker. Sometimes there has been only a month between employments. About 21 contracts over that time.
Every time I have to take my passport. They photocopy it and throw away last years copy of the same passport ! They won't accept an expired one either. (The passport office accept it for ten years after expiry for replacement passports.) The alternative is birth certificate and notice of coding.
I have tried to argue with the logic of it, especially as I have my work ID from them with my photo on it, which lets me into all their buildings. I've had the same card for about six years.
Sometimes you just have to go along with it.0
