Why has my council put my lodgers name first on my council tax bill?

I've encountered several situations over the years where the male name is given preference over the female- Royal Mail addressed a mail redirection confirmation to my brother despite my mother being the one who paid and named first on the form!
And a neighbour's joint tenancy has the male name first even though his initial comes after hers in the alphabet.
I am sure there are those who will mock me but they are 100% genuine examples.
At one time, councils put the supposed 'head of household' at the beginning of any entry on the Electoral Register and the Rates Register, but thankfully such old fashioned thinking was outlawed in, I think, the 1980's.

The most common system used allows you to choose who's name to put first but to be honest I've never given much thought to whether it's a man or woman or anything like that - the first name I come across goes first and then everyone else follows (unless there are specific reasons for putting a particular name first)I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. Unfortunately I didn't take the ladies name...I was a bit too cross to think straight (though I could probably get a very accurate time and date from my next phone bill)! In future I shall definitely be armed with a pen and paper when I make such a call. And yes KxMx...I am female.0
