IPC company - Fixed Charge Notice

Hi all,

I am in need of your help.

I went into a store after parking my car in front of a government building in a white marked parking slot. It was out of hours (after 7 p.m) and the two bays were not in use at that point. I was gone for 20 minutes and when I got back I received a Fixed Charge Notice for £100 or £60 if paid within 14 days.

Both sums are unreasonable as they even exceed what the local council charges which is £80 pounds or £40 if paid within 14 days.

When I received the fine the second bay was occupied by another car owner loading his car with groceries. So he was also parked illegally but he was not booked yet etc.

I did not take any photos but I was wondering whether it worth appealing on the grounds that I entered no legal contract with them and the fact the fee is disproportionate as there is no loss of revenue and was only there for 20 minutes.

I only parked there because of a delivery van blocking the rest of the bays and this is on a public road I could not just keep going round and round until someone left.

Any thoughts? Do I ignore? Do I appear and hence give them grounds to harass me? Do I wait for the notice to go from driver related to keeper related?

They saw my car and figured I could pay it and I hate that on principle. I did not see any harm because the government office that operates there shuts at 17:30 so there is no harm done at all. And it is two bays next to 5 bays for Sainsburys on a public road.
Easy to confuse. I did not want to obstruct the road. In fact as silly as it sounds I thought I was doing the right thing.

    To help inform the experts you need to do the basics,
    Actual PPC
    Location,
    Photographs of signage etc;
    Await NTK Do not name driver.(unless lease or company car)
    Keep to facts, not emotions. These companies are just after your money as quickly as possible at least cost to themselves.
    Ring HMRC VAT office. Are they VAT registered?
    Then follow the NEWBIE threads for the approach to take.

    if it was on private land there was nothing "illegal" about it , it may have broken their "rules" on parking on private land (if it was private land) and could be deemed as trespassing etc

    but illegal ? I doubt it

    if it was a public road with council enforcement, post on pepipoo

    if not, answer the previous questions
