I responded in your last thread about your partner, you do not need a passport or drivers licence to open a bank account. All banks will be able to use alternative forms of ID and address verification; such as benefit letters, utility bills.
According for the Nat West you can open a Basic Bank Account with them online, if you don't have photographic ID then you will have to visit a branch with suitable alternatives; read: http://personal.natwest.com/personal/current-accounts/what-do-you-need-to-open-a-current-account/Forms-of-ID-we-accept.html
Barclays bank also do a basic with a VISA debit card and will accept the same forms of ID/VA and so will HSBC. Think they have to be via branch, unless the trick with Barclays still works where you apply for a 'normal' current account, it rejects and offers their Cash Card (basic) account.
I highly recommend you get on the voters roll if not on it as it helps these people electronically identify you.
And, yes most banks will be able to tell you if successful in applying, unless the application is open centrally then a few days later.0
