Is it true that money can be claimed for packaged bank accounts

I just got a random text saying that money can be claimed back for the costs of packaged bank accounts? Is this true?

No, this isn't true (what else can you expect from a spam text?). What is true is that you can claim if you were mis-sold it.

If you said to them at the time when they asked if you would like a packaged account...I don't drive, don't have a valuable mobile phone and don't travel then you most probably wouldn't be able to benefit from the extras included in the package. Then you would have a claim as it was most probably mis-sold to you.

:p Regular savers earn 6% interest (HSBC, First Direct, M&S) :p Loans cost 2.9% per year (Nationwide) = FREE money. :p

I get texts about the claim I can make for the accidents I never had, and the claims I can make for PPI which I never paid.

It is just spam. Forward it to the spam number of your provider and forget about it.
