PayPal refund

Hey all!
Just need a bit of advice here…
John Lewis issued me a refund via PayPal on 23 July 2014. Since then I have not seen this refund went back to my credit card. I received a statement from the card issuer last week. The statement covers all transactions between 27 June and 26 July, and there is no sign of this refund at all. I also checked my account online, no refund found there too.
I phoned PayPal on 1 August to ask about this refund. The PayPal guy told me it would take 5-7 working days for a refund to get back to my card. I was asked to wait until Monday 4 August. If there was still no sign then contacted PayPal again.
Until this very second, the refund has still not shown on my credit card. So I wrote to PayPal to report the issue. I now received a reply from PayPal saying some card issuers/banks may take upto 30 days to process a refund. I am advised to speak to my credit card issuer directly to resolve the missing refund.
After reading the reply from PayPal several times, just in case I have mis-read the response, I don't quite understand what it has to do with my credit card issuer. If a refund has been issued to me, shouldn't it be shown on my card within a week or so?
So now, before I go to speak to my credit card issuer, I just wanted to know if PayPal is telling me the right things - my missing refund is to do with the credit card issuer and it may take up to 30 days to process.
