Recent Parking Eye charge notice

Hi all,
In a nutshell, we received a Parking Eye charge notice last week after overstaying in a car park. we'd gone to Waitrose to do some shopping and when I became unwell in the shop, we took refuge impromptuly at a friend's in the close vicinity until I felt better. I have a chronic illness and recently recovering from a bout of severe pneumonia. We ended up staying at my friend's longer than anticipated until being able to continue the journey. The intention was to sadly pay the charge notice until our attention was brought to the content in the forum.
Firstly we received the notice 7 days after the "date issued" on the document! This obviously leaves very little time to deal with the charge if one should wish to contest it. We have until the 7th August to pay before it increases to £100.
Unfortunately, I am currently quite impaired from the medication I take and my head is buzzing from all the info I have read. We are now somewhat confused as to what we should do.
The charge notice says that all appeals should be sent to Parking Eye in the first instance and then subsequently to POPLA should it be negated. Is this correct? If so, will the charge increase after the 14 days, or will it remain at £60 until Parking Eye and both POPLA have given their decision on the rebuttal?
We would be extremely grateful if anyone could drop us a quick yes/no reply this evening so we know what we have to do.
As mentioned before, I am not exactly feeling clear-headed at the moment and it has taken me an aeon to write this!

I have asked crabman to split your post into a new thread for you
now please read and follow the advice in the NEWBIES sticky thread at the top of this forum , using the template appeal in post #1 in there to appeal to PE
then use post #3 if you need to go to popla
there is a flow chart that explains it too

It goes to the full amount - forget the stupid £60 BRIBE! You WON'T be paying anything if you follow the NEWBIES sticky thread (currently 2nd from top of the forum).If so, will the charge increase after the 14 days, or will it remain at £60 until Parking Eye and both POPLA have given their decision on the rebuttal?PRIVATE 'PCN'?
