Parking Charge from 20 months ago UK PS

I've received a parking charge from UKCPS for apparently parking in a disabled bay without a badge on the 23 Jan 2013.

It is a company car and my fleet manager has just sent me a copy of the letter which is dated 24 July 2014.

It states that a reduced charge of £60 has not been paid and I now owe £100.

My fleet manager is now asking for my home address, confirmation that I'm paying the charge or confirmation that I'm appealing it.

Can they really pursue this given that it was 20 months ago?

Any advice would be greatly appreciated

    Well, your fleet manager just needs to identify you as the driver. That should reset the clock.

    You'll then get your own ticket through the post and you can start the appeals process - and win by using the templates and help on here.

    They have 6 years to chase you. The fleet manager needs to reset the clock by naming you as driver. So does need your name and address. He needs Firstly to let the PPC know this. That way you will get a PCN and then you begin the process of appealing. ( Or you can appeal to the notice as driver. But do it within the time frame of the letter. )

    Assuming this is England or Wales, do as above. Get the fleet manager to name you, and confirm with him that you will be appealing but most definitely not paying as it is a fake unenforceable charge. The fleet manager needs educating on this score by the sound of it.

    Yes, the PPC can pursue you for up to 6 years in E + W or 5 years in Scotland.

    While you are waiting for your very own personalised fake PCN, read the Sticky thread for Newbies so you can win the second appeal at POPLA. Your first appeal will automatically be rejected but you are after the POPLA code that the PPC must give you if they don't cancel the fake invoice.

    The blue badge scheme does not apply on private land so parking in a disabled bay without one is irrelevant.

    This wasn't a postal PCN so the OP will have already missed their chance to appeal, there would have been a windscreen PCN at the time. But yep get the company out of the equation, give the Fleet Manager your home address and tell him please to name you as driver (or write to UKCPS and name yourself as driver and add some sort of appeal that the bay/signs were unclear, etc.). Then see what letters arrive and RESPOND ROBUSTLY to them all, trying to stave off any small claim. At least it will be in your hands to defend with our help and away from the company.

    No idea why you ignored the Jan 2013 PCN. Maybe you didn't check here but the law changed in Oct 2012 and I for one, was advising people to try POPLA appeal as early as November 2012.

    Yes any 'debt' can be pursued for up to six years in English law. And I hate to break it to you but UKPCS do take people to court over parking in disabled bays. What was your 'excuse' or are you disabled anyway?

    So received my Notice to Keeper/Driver/Hirer today.

    Going to appeal to UKCPS for my POLPA code using one of the templates but was wondering if it worth including something about the NTK was sent after the 56 days (my understanding is that it must be sent between 28 and 56 days???)

    Coupon-Mad - the driver was unaware they were parked in a disabled bay at the time, the ground was covered in snow and the driver saw a sign but given that the parking space was a fair distance from the entrance, the driver didn't think that it was meant for that specific space.

    OK so I assume you've now sent the template from the newbies thread which is careful to call yourself the 'keeper' and or 'company user/hirer' (which you CAN describe yourself as). You do not have to change it to 'driver' - if you do then you will throw away the POFA 2012 protection, like the NTK deadline! You could add that the NTK was received some 19 months too late for keeper liability so you will be pleased to take the appeal to POPLA. Do not add anything which implies who was driving, so NOTHING about the incident.

    Please edit your post like I have where I have put words in BOLD. UKCPS read this forum; so do not imply who was driving in any parking event. Edit your post now.
