You need to pont out using quotations from POPLA Decisions threads and won appeal as that things like unnecessary checks, see post #1277. (And go back to full decision for this one too)

The last 4 rows of costs have nothing whatsoever to do with the GPEOL relating to the actual parking event . These are entirely related to the POPLA appeal process. Total loss directly attributed to the POPLA appeal process = £86.45.
Had you paid at the time of the NtK, they would have still charged you £100. One might argue that anyone paying £100 (as a GPEOL - only GPEOL is allowable under the BPA CoP) will have been deliberately and knowingly overcharged by £86.45. Real GPEOL = £13.55.
Now that real GPEOL is starting to very much look like the DfT's estimate of £12.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

In addition to what everyone else has said, replace Vehicle Control Services for CP Plus1)The amount of the charge is disproportionate to the loss incurred by CP plus and is punitive, contravening the Unfair Contract Terms Act 1997. I also consider the PCN to be a penalty because Vehicle Control Services Ltd have alleged a breach of terms and conditions and yet have not quantified their alleged loss**********************************************

So add Dee's post #23 to your Popla appeal and when you receive their evidence pack, respond as Umkomaas has stated.
You get 2 goes to ensure the assessors have read your appeal**********************************************

In fact, having another look at this, rows 5, 6 and 7 are unconnected with the actual parking event, so you can knock another £6.97 off the real GPEOL total.
Actual GPEOL immediately after the parking event = £6.46.

So do I actually get to see CP plus's defence pack and argue against it?
I thought I had to appeal and then they prepared their defence which I didnt get to argue against.0 -
their evidence pack is sent to you maybe a week before the decision, at which time you can rebut their defence same as they will do with yours (assuming they do this, some dont)0

Well some good news here, I wrote to the CEO of Morrisons and they have cancelled my parking ticket.
