I notice that South Africa separates out Judicial, Administrative etc - perhaps we should leave the courts in London?
Would we want to go that far N to a relatively empty part of the country - perhaps somewhere just SW of Sheffield might be better. The SW might feel particularly cut off though?
It would presumably make HS2 make a lot of sense.
Supposing we are talking about putting it in a 'new city' - how big would you build initially - 200k sound about right? and would you restrict it very tightly with a green belt to force additional development into the surrounding towns and cities to make sure they were boosted?I think....0 -

There's an argument for leaving the courts and therefore the legal profession close to the business hub, which of course would remain as London.
But equally, there would have to be some fairly hard nosed decisions made as otherwise every dept would try to stay where they were.....Would we want to go that far N to a relatively empty part of the country - perhaps somewhere just SW of Sheffield might be better.
Sheffield is too far south IMO. You'd certainly want to be North of Leeds if you were to maximise the benefits to the North.
Don't forget a lot of businesses/people that want to keep good access to both London and the new Capital would relocate somewhere in between....
If you go south of Sheffield that just means the midlands, rather than really expanding the benefits into the North.
By keeping North of Leeds you expand choice for housing, business HQ's, etc and maximise the benefits for Newcastle, Liverpool, Manchester and Leeds. The SW might feel particularly cut off though?
No more than the North of Scotland does today. It would presumably make HS2 make a lot of sense.
And the new £15 billion Northern transport proposal.Supposing we are talking about putting it in a 'new city' - how big would you build initially - 200k sound about right? and would you restrict it very tightly with a green belt to force additional development into the surrounding towns and cities to make sure they were boosted?
I think building for around 350K initially is probably about right, provided it's located North of Leeds and the infrastructure links to the 4 main Northern cities are enhanced at the same time.
You'd be wanting to take something like 1 million people out of the South over 20 years.
So maybe a third of that into the new capital, and the rest into existing Northern cities.
I wouldn't green noose it, that's been a disaster for the UK everywhere it's been tried.

to make a significant impact on London, one would need to relocate at least a million people0 -
Draw a line from Penrith down through Appleby-in-Westmorland down to Kirkby Stephen.
Not sure how they'd feel about becoming the new capital of the UK, but I reckon that's about where it should be.
Close to the M6 and East coast rail lines, close to abundant water supplies from the Lake District, close to National Parks that could serve as green wedges without the need for new designated areas of green noose.“The great enemy of the truth is very often not the lie – deliberate, contrived, and dishonest – but the myth, persistent, persuasive, and unrealistic.

Not radical enough. Go further and, like Bechuanaland, move the capital outside of the country's borders.
