The seatbelt pretensioner is supposed to go off and snatch you away from the airbag before it deploys if you are too close to it, or pull you back into the seat if not.
Did the pretensioners go off? (Not sure how to tell if they are built into the reels, but if they are in the stalk with the latch it should be easy enough to see.)
You need someone to examine the car to see if the airbags should have triggered, maybe possible to interrogate the cars ecu to find out if there were any faults in the system, or even whether there was a trigger event.
A fractured sternum is quite common, and can be serious

If you really want to know why the bags didn't go off, get the SRS (Supplementary Restraint System) ECU read by a diagnostic computer. It'll have stored all the details of the impact, and tell you exactly why the belt tensioners and airbags did/didn't go off.
I presume the system was self-testing OK, with the light coming on with the ignition then going off and staying off?0 -

I think we're all in unison when we say airbags are not toys, but dangerous objects. But they must be a better alternative than the steering wheel. They are there to significantly reduce the level of harm rather than cause no harm.
I know airbags can be complicated but surely a straight on crash at ops speed should have been sufficient enough to enable it.
As for sueing them, if it was faulty I wouldnt have thought it that simple and a matter of proving some injuries would have been prevented if it was working0 -
