If the household was eligible and with a supplier in the warm home discount scheme on 12 Jul, but switches to anothter supplier (also in the scheme) before winter, would the new supplier award a discount?

Only if they are a Core customer. That is someone on Guaranteed Pension credit or Guaranteed plus savings pension credit.
If you have been assessed under any other criteria then you are part of the Broader group which means you have to still be on supply when the payment is allocated which can be up to 31.3. 2015.
Of course there is nothing stopping you moving and reapplying to the new supplier but make sure you meet their criteria and that they are still taking applications.Self Employed, Running my Dream Jobs0
