Can we use secateurs to cut it from the bottom?

It's a shame you don't know someone who can come round and show you.
I would probably go along and cut every fifth or sixth bare stem back to about 20cm - look for the place that buds grow from and cut just above one. Pruning will stimulate the buds on those stems to shoot.
Don't measure and cut them all to exactly the same height - you'll get a better result if you vary the heights a bit - make sure there are several buds on each stem you cut.0
