confusing about travel expenses claim

As part of my job I have to travel to different locations and claim travel expenses. I noticed from my payslips that they take basic salary and add my travel expenses to it and put them together to my gross salary and then deduct a tax. Is that normal? I thought that travel expenses should not be included in the gross and just my basic salary should be taxed but not together with travel expenses? Please could someone explain? Thanks
