Quick update following on from my original post on 2nd. Just had a reply from UKPC to my online appeal (which was v quick I thought) they said parking charge correctly issued so will not be waived, however as i am a BB holder they are willing to accept £15 if paid within 35days. If not can appeal to popla but will lose the right to pay the discounted charge and if popla's decision bot in my favour I will be required to pay the full amount of £90.

What do you think? Should I still appeal to popla?

Btw have emailed Savills, who I believe to be the owners/managers o the car park, but had no response.
    Thanks everyone.

This is a typical practice from this PPC. They know they will lose at POPLA so offer a reduced sum in the hope of getting some money.

In the unlikely event of you losing at PoPLA you still have the option of ignoring UKPC. They are pretty toothless, all that happens is more letters and then...nothing!

Update on my original post. Parking charge has now been cancelled by the site owners/managers- JLL (JLL.co.uk) After the reply from UKPC stating they woul accept £15 I decided to pursue car park owners-who I thought was Savils. Chased up Savils, who said it was JLL, googled and sent a strongly worded email asking them to cancel the ticket.
Followed all the advice received from everyone on here- used breach of EA2010, no genuine pre-estimate of loss, unprofessional practices as was clearly a disabled car with hand controls. disabled tax disc and BB (Just BB was reversed)
Just had email from JLL confirming they are contacting UKPC to cancel the charge.
Great result- thanks everyone for your help!

Quite right too - well done for persevering with the complaint to the right person! :D

I have added a link here on this sticky thread to your success. You join the other UKPC cases cancelled by landowners (see the alphabetical list of successes in post #2):
