UKPC "fine" and estate agency

Hello fellow motorists!
I just got a "fine" from UKPC (I know it's just an invoice) for parking on the private parking of the property that I'm currently renting and living in. Weird, ain't it?
I've moved in there 3 weeks ago and the estate agency asked me for my car registration like a week before moving in. So it's been a month already and I don't have my parking permit yet, but I either park there or leave the car who know where as the surrounding area is only for residents with a council parking permit.
I've been happily parking there these weeks and yesterday I got this fine on my windshield. Two weeks ago I asked the guy at the agency about my parking permit. As idiot as I could be I just asked about it as a side note on an e-mail about a different topic, so he just chose to ignore my question. I'm now really angry at them, be it fair or not, as I think it is their responsibility (or the landlords', but they manage the property) to provide me with a parking space as it's detailed in the rental contract.
Do you think I can ask them to pay the "fine" for me? I know it could just be ignored, but I want my parking permit.
On the other hand, if the parking permit was properly requested and it's UKPC the ones that didn't provide it yet, how fair is to get "fined" by themselves for it?

if this is in england or wales the invoice cannot be ignored; it needs to be appealed so read the NEWBIES sticky thread and follow the advice there
I doubt anyone will pay it for you as its a private parking invoice in an unregulated industry , just read the daily mail articles this week to see what a sc*m it all is
so no its not fair, hence the daily mail articles etc
and chase up your permit and complain to the landowner or managing agent asap0 -

This is indeed in England and I'm not planning on messing up my credit score or similar just because of this, but the "fine" is 100 Pounds and that hurts, especially when I already pay for parking (included in the rent and one of the reasons I rented this flat).
I'll chase with the agent right now.

As this is UKPC, and you have paid to park, you can treat them with total disdain, ignore them, or engage them, the final result will be the same, they will not get a penny of your money.
What does your AST say? Does it mention permit parking? If not, then you probably do not need a permit.
If however the need for a permit is mentioned, then your landlord should have provided you with it from day one. Go over the head of the letting agent and drop thid on the landlord's lap, with a strongly worded complaint a.he letting agent. Yor AST almost certainly grant you "quiet enjoyment" of your property, harassment by UKPC is breaching that lrgal right.
If I was in your position I would create a paper storm, letters to landlord, letting agent, managing agent, and local paper.You never know how far you can go until you go too far.0 -
The mess you are in is at the door of either the agent or landlord. The overall, problem, of course is as a reult of the management company employing PPCs.
But you need to find out why the Estate Agent required your car reg, what they were supposed to do with it and what they did.
It may be that the management company were supposed to issue a pass or it could even have been the PPC.
You will win, of course, with POPLA with our help, but the trail of why you are left in this mess needs to be sorted out.0 -

The AST mentions my right to park at the premises, but nothing about needing a permit. The premises have this UKPC signs everywhere saying you should have a parking permit with your space's number (but the spots are not numbered so everyone rotates around). Some neighbours' cars have the permit displayed, but some others have not.
The breach of my "quiet enjoyment" is a very good point so I'll let them know it.
It is a shame I have to go through all this after two years renting a different property with the same agency and having paid always not only on time but 3 days before just in case. Also I complained zero times to them in the past, so I consider myself to be close to the ideal tenant. What a way to lose a good customer...

no it doesnt as you wont be paying it , so it doesnt matter what the notional figure is
you appeal it in the normal manner using the template letter to UKPC, then if they dont cancel (or if the landowner doesnt cancel) you take it to popla and win at popla
so if you pay nothing at all, it hasnt hurt apart from the time dealing with it and that is generally a couple of copy and paste letters from here, adapted to suit
obviously you chase this up and get the all important permit and get this sc*m stopped , but if they are stupid enough to take it to popla then you cost them £27 + vat

Just wait for the Notice to Keeper to arrive, as long as it's your car, then appeal as per the sticky thread 'Newbies please read these FAQs first!' at the top of the forum. Absolutely shedloads of threads on this forum and on pepipoo forum can be found to read, exactly like yours if you Google 'UKPC private PCN tenant my own space' or similar keywords. Only bother to read 2014 results or you may be led off on a tangent of an outdated POPLA appeal wording from 2013.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just as an update, I should've received a call from the estate agency yesterday in regards to this but didn't, so I'll call them today. I didn't get the NTK yet, but I would like to have this sorted as fast as possible.
