Agree 100% with this but ask for a PDF as well as you won't be able to view an AI (Adobe Illustrator file), and most printer will be happy with PDF's0 -
They should provide it to you in a number of formats and sizes but the AI one is the original that needs to be looked after as its the one that can be scaled from business card to side of building size flawlessly.
Many of the budget providers create their logos as rasterised format like PNG or JPG (maybe PSD) which makes scaling an issue in the future if you no longer need the logo simply for your website banner

I did design my own but will admit admit I just a very large render and not vector.
Eventually I did need vector and used a website to convert my high resolution original to vector and it worked perfectly.
As mentioned if you have an idea it might be worth having a go yourself, I did my own and people do compliment how good it is.Have my first business premises (+4th business) 01/11/2017

I have used in the past based in Cheshire very good and reasonable price. more to the point his work is good and different

also you could try designcrowd, and find some good freelancer... Or just like someone said go to fiverr, some people are offering really high quality products only for 5$0

There were some great suggestions here but the real difficulty of creating a good logo is not drawing it.
If you are lucky enough to know exactly what you want then all the already mentioned (99designs, fiverr, peopleperhour, elnce or odesk) are good and I would ad Dribbble.com which is a "show and tell for designers" and you can hire based on their portfolio but it will not be as cheap as the other ones mentioned.
What I would suggest you to focus on is the "message" in your logo and if you read this Business Insider article you will know exactly what I mean.
When you find something you are happy with I suggest you ask for both PSD and AI formats.

If you're seriously considering putting your company's identity in the hands of some 'designer' who charges five bucks a time, it might be an idea to have a read of this first.
Good design is a skill that's worth paying for. I'm not saying you have to spend a fortune, but equally you might come to regret spending next to nothing.

DO NOT go for fiverr, there are numerous accounts on there who offer logo designs which are just rip off logos, some are from really respectable designers in the industry.
If you want a professional logo designed for you, don't expect to pay £5!0
