Loft Conversion in ex Local Authority house

I was trying to find information and got across this thread. I have a bit of a problem...

I live in a 4-in-a-block... on the title deeds, it says I own 25%

it wasn't actually clear... if it is the Roof itself or the Roof space, it also didn't say where about in the roof is mine, it didn't say communal either....


I was unable to gain mortgage to move to a bigger house therefore are looking into possible of having loft space... to get 2 rooms.
