Parking ticket - disabled driver

A member of my family recently got a parking ticket for not displaying a ticket in a pay and display car park (code 83). She is a disabled driver and she thought that she didn't have to pay as it was a small car park beside shops which she thought was classed 'on street'.
The guidance she received with her badge says that she has to display a valid ticket in an 'off-street car park' but not an 'on-street' space. What it boils down to is confusion on her part as to the difference between off-street and on-street parking.
She wasn't parked in a disabled bay (as there were none available), just a regular space, but she was displaying her disabled badge.
Can anyone advise if she is likely to be able to appeal the ticket?

Is this a legit council ticket or from a private operator?
If its legit, she should head to the Pepipoo Forum, and be ready to supply all the info they need to help her but if its a private ticket, she should look at he Parking Tickets Forum here:

I know, that would have been my first thought .... but apparently she didn't see the sign! She was confused because the machines are the same as the on-street ticketing machines. BTW, she's a disabled pensioner.
